The new gTLD Applicant Support SO/AC Working Group has the latest version of their Milestone Report ready.
The most important portion of the document to read, in my opinion, is their "Next Steps" section which can be summarized by the short comment made by director Bruce Tonkin on the GNSO Council list:
"The report from the working group stated: 'The primary criterion for eligibility is financial need. The definition of financial need and the method for determining the needs of an application has not been established by the WG at this time."
So I believe that the Board is suggesting that further work be done in that area.
Important considerations would be criteria for how to identify needy applicants, how many such applicants there is likely to be, how to select amongst needy applicants if there is limited funding, who would make that selection etc."
