The New gTLD Applicant Support Working Group is on the verge of releasing its Draft Milestone Report wherein they manage to claim consensus "that ICANN establish a Program Development function with an initial goal of securing a targeted commitment originally set at US$10,000,000 for an ICANN based development fund."
But from where did they get this large round number? How did these working group participants determine that this was the total and realistic amount needed by disadvantaged new gTLD applicants? The report fails to offer a justification for this dollar amount.
