Responding to the blog post entitled "Pulling numbers out of a hat", the JAS WG Chair, Avri Doria, has updated the WG's Draft Milestone Report with a well-written explanation that details how the $10,000,000 figure for the proposed ICANN based development fund was reached.
Not fully answered, however, is the question on everyone's mind: Where will this money come from? Part of the answer may be contained in this portion of the report:
"There was Consensus for a proposal recommending that registrars put in place the means for existing registrants to make voluntary contributions to the development program through registrar-to-registry contribution pass-through, and to find ways of enabling non-registrant small donors to contribute to the development program."
