$150,000 Study Proposed

In response to the following hypothesis:  "A significant percentage of the domain names used to conduct illegal or harmful Internet activities are registered via Privacy or Proxy services to obscure the perpetrator's identity", ICANN Staff is considering a five month study at a cost of approximately $150,000.

This study would apply a multi-national team, drawn from three top-tier research universities, lead by a highly-regarded research facility.  However, the report also notes that the entire range of illegal/harmful activities earlier identified will likely not be studied in full... a narrower scope has been proposed.
